About HKA

Founded in 2015, Holmes Keogh Associates LLC (HKA) is a Life Safety Code Consultancy firm based in New York City. HKA provides life safety code consulting services across a wide range of construction sectors/project typologies, both nationally and internationally.

HKA is a small, boutique firm, and this is deliberate. We take pride in offering a highly personalized and cost-effective service on projects that we feel excited and passionate about. We maintain our high quality service offering through our responsiveness and ability to deliver complex code analysis that is both comprehensive and easily understood.

Our innovative engineering approaches add value by creating unique solutions to code related constraints thereby enabling architectural design intent to be realized. Our creative code strategies are based upon our deep understanding of life safety codes/standards and the application of advanced simulation and analysis tools where considered beneficial.

About Carl

Carl is a founder and Principal at HKA with 23 years of experience in life safety code consulting and design. Throughout his career, Carl has worked on many high-profile projects ranging from the iconic High Line, in New York City, to the new King Abdullah Financial District in Riyadh, Saudi Arabia.

Prior to founding HKA, Carl spent much of his career at international engineering firm BuroHappold, working in offices across the UK and US. Carl’s knowledge covers many aspects of code compliance, fire & life safety engineering design, legislation and the approvals process within New York City and many other jurisdictions across the country. With extensive insight into these highly complex code requirements, Carl has been responsible for securing regulatory approval of HKA’s innovative life safety code strategies on many academic, cultural, commercial and residential projects both within the US and internationally.

Carl is currently the Co-Chair of a committee of private and public-sector experts, selected by the New York City Department of Buildings, who are in the process of updating the life safety chapters of the 2014 NYC Building Code to the cities latest Building Code. Carl returns to this role after successfully completing a similar revision process between the 2008 and 2014 versions of NYC Building Code.

Carl received his bachelor’s in engineering (BEng Hons) from Leeds University in the UK and is a Licensed Professional Engineer (P.E.) in New York State, Pennsylvania and Florida as well as being a Chartered Engineer (C.Eng.) in the UK.
